21 STATE TROOPERS PROMOTED DURING

CONNECTICUT STATE POLICE CEREMONY

            The Connecticut State Police promoted 21 Troopers during a ceremony held at the Connecticut State Police Training Academy on Friday, November 6, 2009.

            Department of Public Safety Commissioner John A. Danaher III and Colonel Thomas Davoren, Commanding Officer of the State Police, formally promoted two Troopers to the rank of master sergeant and 19 to the rank of sergeant during the ceremony.

The following people were promoted:

Master Sergeant Christopher McCarthy  M/Sergeant McCarthy was promoted from the rank of Sergeant. M/Sgt.McCarthy has been a State Trooper serving in several assignments for over 15 years. M/Sgt McCarthy will be assigned as the executive officer at Troop F Westbrook.

Master Sergeant John Rich M/Sergeant Rich was promoted from the rank of Sergeant. He has been serving as a Connecticut State Trooper for over 21 years. His most recent assignment was as the Ledyard Resident State Trooper.  M/Sgt Rich will assume the duties as the Executive officer at Troop-D Danielson.

Sergeant Dominic Deltorto Sgt. Deltorto was promoted from the rank of Trooper First Class. Sgt. Deltorto has served as a patrol trooper for 11 years. His most recent assignment was at Troop A in Southbury. Sgt. Deltorto has received an award for Lifesaving and was recognized by Mothers Against Drunk Driving in his years of service. He will be assigned to Troop B in Canaan.

Sergeant Charles Burns Sgt. Burns was promoted from the rank of Trooper First Class. Sgt Burns will be assigned a supervisory position at Troop I in Bethany. Sgt. Burns has been a Trooper for 9 ½ years and most recently served as the Haddam Resident State Trooper. Sgt. Burns has received several awards during his years of service, including Police Officer of the Year award. He holds a Master’s degree in Public Administration.

Sergeant Stephen J. Cabelus  Sgt. Cabelus was promoted from the rank of Trooper First Class and has been assigned a supervisory position at Troop G, in Bridgeport.  Sgt. Cabelus has been a Trooper for 10 years and most recently served as the Resident State Trooper in New Fairfield.  He has also served in the U.S. Air Force and earned an Associate’s Degree in Criminal Justice.

Sergeant Ian Case   Sgt. Case was promoted from Trooper First Class and has been assigned to a supervisory position at Troop C in Tolland. Sgt. Case has been a Trooper for 22 years, serving for over 17 years as a narcotics detective serving with numerous task forces for which he received numerous awards and commendations. Sgt. Case also was a narcotics K-9 handler and earned several State Police awards during his State Police career. Sgt. Case holds an Associate’s Degree in Criminal Justice.

Sergeant Patrick Cauley Sgt. Cauley was promoted from the rank of Trooper First Class. He has been assigned to a supervisory position at Troop K in Colchester. During his 15 years of service Sgt. Cauley has received the Unit Citation, Meritorious Service as well as a Veteran Award. Sgt. Cauley is a veteran of the United States Marine Corp. He holds an Associate’s Degree in Criminal Justice.

Sergeant Richard E. Cournoyer   Sgt. Cournoyer was promoted from the rank of Trooper First Class and has been assigned to a supervisory position at Troop C in Tolland. During his 13 years of State Police service, Sgt. Cournoyer has earned an Outstanding Service Award and two Unit Citation Awards. Most recently, he served as a patrol trooper at Troop H in Hartford. 

Sergeant Paolo Dalessandro  Sgt. D’Alessandro was promoted from the rank of Trooper First Class. He has been assigned to a supervisory position at Troop A in Southbury to serve as a supervisor.  Sgt. D’Alessandro has been a State Trooper for 15 years with his last assignment serving as a State Police Major Crime detective.  Sgt. D’Alessandro has earned three Unit Citations and he holds a bachelor’s degree, and is attending law school.

Sergeant Jay DelGrosso  Sgt. DelGrosso was promoted from the rank of Trooper First Class and will be assigned to serve as a supervisor at Troop F in Westbrook.  Sgt. DelGrosso has been a State Trooper for nine years and has received two Outstanding Service awards during his career. Most recently, Sgt DelGrosso has served as a detective with the Eastern District Major Crime Squad. He holds a Bachelor of Science degree.

Sergeant Christopher Ganzer   Sgt. Ganzer was promoted from the rank of Trooper First Class. Sgt Ganzer has served as a Connecticut State Trooper for 14 years. His current assignment is in the Research and Planning unit of the Connecticut State Police. Sgt Ganzer has received a Meritorious Service Award, a Lifesaving Award, an Outstanding Service Award and a Unit Citation Award during his career. Sgt Ganzer is a veteran of the U.S. Air Force.

Sergeant Troy Gelinas  Sgt. Gelinas was promoted from the rank of Trooper First Class and has been assigned to a supervisory position at Troop E in Montville. Sgt Gelinas has been a Connecticut State Trooper for over 16 years. During his career Sgt. Gelinas has been awarded the Lifesaving and Outstanding Service awards as well as several Unit Citations. Sgt. Gelinas also served as an Instructor at the Connecticut State Police Training Academy and he holds an associate’s degree in Criminal Justice.

Sergeant Robert Girard Sgt. Girard was promoted from Trooper First Class and has been assigned as a supervisor at Troop H in Hartford. Sgt. Girard has been a State Trooper for more than 10 years. Sgt. Girard has received the State Police Unit Citation Award. He has also served in the US Army and received the Armed Service Award. Sgt. Girard holds a Bachelor’s degree in Architecture.

Sergeant John Guari Sgt. Guari was promoted from the rank of Trooper First Class and he has been assigned as a supervisor at Troop D in Danielson. Sgt. Guari has been a State Trooper for more than 15 years. During his years of State Police service he has received five Unit Citations. Sgt. Guari most recent assignment was as a accident reconstruction specialist in the State Police Traffic Unit. Sgt. Guari has earned an Associates degree in Business.

Sergeant John Jacobi  Sgt Jacobi was promoted from the rank of Trooper First Class.  During his career he has served for over 12 years as a patrol trooper with his most recent assignment in the State Police Traffic Services Unit. Sgt Jacobi has been awarded the Outstanding Service award and holds a bachelors degree in Business Administration.  Sgt Jacobi will be assigned to serve as a supervisor at Troop G in Bridgeport.      

Sergeant John Mesham  Sgt. Mesham was promoted from Trooper First Class and has been assigned to a supervisory position at Troop E in Montville. Sgt. Mesham has been a State Trooper for nine years. Sgt. Mesham has earned the agency’s Meritorious Service Award.  He is a veteran of the U.S. Marine Corps and serves as a scoutmaster to Boy Scouts of America, in Old Lyme.

Sergeant Marc Petruzzi Sgt Petruzzi was promoted from the rank of Trooper First Class and has been assigned as a patrol supervisor at Troop H in Hartford.  Sgt Petruzzi has served as a trooper for over 9 years with his most recent assignment as a Resident state trooper in the town of Somers. During his career he has received several State Police awards for Lifesaving and Outstanding Police Service. Sgt Petruzzi holds a Bachelor of Arts Degree. 

Sergeant Joseph Roden Sgt Roden was promoted from the rank of Trooper First Class and has been assigned as a Patrol Supervisor at Troop-L in Litchfield.  Sgt Roden’s most recent assignment was as a Resident state Trooper in the town of Woodbury. Sgt Roden has served as a State Trooper for 8 years.  He holds a Bachelors degree in Criminal Justice and is an Army Veteran.

Sergeant Michael Rondinone   Sgt. Rondinone was promoted from the rank of Trooper First Class and is being assigned as a Patrol Supervisor at Troop-F in Westbrook. Sgt Rondinone has served as a State Trooper for over 8 years and has received military awards for his service in the Persian Gulf War. 

Sergeant Ian Sacks Sgt Sacks was promoted form the rank of Trooper First Class and has been assigned to Troop-F Westbrook as a patrol supervisor.  During his State Police career, Sgt Sacks has received Lifesaving and Unit Citation awards.  Sgt Sacks hold a Bachelors of Science degree.

Sergeant Ralph Soda    Sgt Soda was promoted from the rank of Trooper First Class and he has been assigned as a patrol supervisor at Troop- I Bethany.  Sgt Sacks has served the State Police for over 8 years with his most recent assignment as being a Major Crime Detective.   During his career he received a Unit Citation award.
