Minutes of the Meeting of March 21, 2022

The Honorable Andrew J. McDonald, Chair, called the meeting to order at 10:03 a.m. In addition to Justice McDonald, participating in the meeting were: The Honorable Melanie L. Cradle, and Attorneys Robert Berke, Scott Murphy and Moy Ogilvie.

Attorney Ogilvie moved to accept the minutes of the February 9, 2022 meeting. Judge Cradle seconded the motion and it passed 4-0, with Attorney Berke abstaining.

Justice McDonald said the Commission was to consider the appointment of the State’s Attorney for the Judicial District of Litchfield. He invited David R. Shannon to make opening remarks. After brief opening remarks, the Commission interviewed Attorney Shannon beginning at 10:07 a.m. The interview ended at 11:10 a.m.

At 11:15 a.m., Justice McDonald invited Charles M. Stango to make opening remarks and an interview by the Commission followed. At 11:56 a.m., the Commission recessed briefly and resumed the interview at 12:04 p.m. The interview ended at 12:39 p.m. The Commission at that time recessed for a short lunch.

At 1:05 p.m., Justice McDonald invited Colleen Zingaro to make opening remarks and Attorney Zingaro was interviewed by the Commission until 2:21 p.m.

When the candidates’ interviews ended, Justice McDonald reported that no one had signed up for public comment. Judge Cradle moved to enter executive session to discuss the appointment of State’s Attorney for the Judicial District of Litchfield. Attorney Murphy seconded the motion and it passed unanimously. The executive session began at 2:22 p.m.

The executive session ended at 3:21 p.m. and at that time, Justice McDonald announced that no motions were made or votes taken during the executive session. Justice McDonald thanked the candidates for their interviews. Attorney Murphy moved to appoint Attorney David R. Shannon as State’s Attorney for the Judicial District of Litchfield, effective April 1, 2022. Judge Cradle seconded the motion and it passed 4-1, with Attorney Berke voting in the negative. State's Attorney Shannon will complete the remainder of the current eight-year term, which expires on June 30, 2025.

There being no further business, Judge Cradle moved to adjourn the meeting. Attorney Ogilvie seconded the motion and it passed unanimously. The meeting adjourned at 3:25 p.m.
