The National Electric Vehicle Infrastructure Formula Program (NEVI) is part of the Bipartisan Infrastructure Law enacted in 2021. This program will provide $5 billion over five years for states to deploy direct current (DC) fast electric vehicle (EV) chargers along highway corridors. The NEVI Program provides formula funding to states to award grants to private, public, and nonprofit entities to build, own, maintain and operate chargers. 

 

Over the first five years of the NEVI Formula Program, Connecticut will receive approximately $52 million in dedicated formula funding.

 

The initial focus of this funding, Phase 1, is for the state to strategically deploy Direct Current Fast Charging (DCFC) along designated Alternative Fuel Corridors (AFCs), to help build out the national electric AFC network. 

 

Phase 1a Grant Solicitation - Northern Route 7

CTDOT is issuing additional NEVI phases in order to close AFC gaps that were not applied for in Phase 1. The Request for Proposals (RFP) for Phase 1a opened on March 18, 2024, and will close at 5 p.m. ET on June 7, 2024. The RFP is available on the State’s Bid Portal, CT Source: Phase 1a RFP #21495. Unlike the Phase 1 RFP, there is no LOI Application requirement to apply for Phase 1a.

Under the Phase 1a RFP, CTDOT is soliciting proposals for DCFC stations located along the revised Northern Route 7 corridor. A map of the revised Northern Route 7 corridor is available here.

An informational webinar will be held on Thursday, March 21, 2024, at 1:00pm. Registration is available here: Phase 1a Webinar Registration. The webinar will be recorded and shared on CTDOT’s YouTube page. Questions on the RFP must be submitted in writing to CT-DOTEVPlanning@ct.gov or submitted during the Q&A portion of the webinar. Questions will be accepted through April 26. CTDOT will provide written responses to questions received by May 6.

Phase 1 Grant Solicitation

The RFP solicitation for Phase 1 opened on January 29, 2024, and closed on March 13, 2024. CTDOT is currently reviewing the applications that were received through this solicitation.
