CHRO State Program Manager Johnette Tolliver

Johnette Tolliver is the Program Manager for the Connecticut Commission on Human Rights and Opportunities (CHRO), where she provides leadership for the agency's Affirmative Action and Contract Compliance Units while serving as the Human Resources liaison. In this capacity, she oversees the review and implementation of Connecticut's affirmative action requirements, manages contract compliance initiatives, and collaborates with state agencies to promote equal employment opportunity and compliance with state laws and regulations.

A dedicated Connecticut state employee for more than 30 years, Johnette has built a distinguished career in public service with extensive experience in human resources, affirmative action, and regulatory compliance. She has developed expertise in workforce planning, recruitment and selection, policy development, employee relations, and organizational leadership. She is committed to ensuring that employment practices are equitable, transparent, and aligned with the principles of diversity, inclusion, and equal opportunity.

Throughout her career, Johnette has led initiatives to improve operational processes, provide technical assistance and training to state agencies, and strengthen partnerships that support compliance and accountability.
