Why was DAS appointed Legal Representative of my loved one's estate?

Under Connecticut General Statutes 4a-16 and 45a-273, DAS is authorized to collect any assets or monies owed to the State under the following conditions:

1. Long term care and/or any other Federally required Title-19 program.
2. If the decedent’s Legally Liable Relatives received DCF or other State services.
