Future Economic Loss Program
Program Overview
The Future Economic Loss Program supports producers who lost perennial crops due to eligible weather events during 2023 and/or 2024. Because perennial crops require multiple years to reach productive maturity after replanting, this program helps offset future income losses associated with those crop losses. Payment amounts are not to exceed 95% of the total reported loss or up to $1,000,000 for each year.
Who Should Visit This Page?
Producers who:
- Lost perennial crops as a result of eligible weather events
- Replanted or plan to replant damaged perennial crops
- Grow crops such as apples, peaches, pears, blueberries, strawberries, grapes, Christmas trees, or other eligible perennial crops
- Can document crop losses and replacement needs
Before You Apply
To apply for Future Economic Loss assistance, producers should begin gathering:
- Documentation of perennial crop losses
- Photographs showing crop damage or destruction
- Replanting records or replacement plans
- Insurance settlement documentation, if applicable
- Revenue or production records that support the loss claim
- Records of any disaster assistance already received for the same loss

- The program is intended for perennial crops that require time to return to full production after replanting.
- Losses must meet the $500 minimum program threshold.

How Payments Are Calculated
Future Economic Loss payments help offset the revenue you will miss while replanted perennial crops grow back to maturity. The overview below explains how the category works and what to expect.
How losses are valued
Per-crop value at maturity – Payments are based on the number of trees, bushes, or vines lost (or the acres in production if the count is unknown), multiplied by an established per-crop value from the Work Plan’s value tables for crops such as apples, peaches, pears, blueberries, strawberries, grapes, and Christmas trees.
Replanting required – You must be able to demonstrate that the lost perennial crops, or similar crops, have been replanted.
Payment cap (per year)
Future Economic Loss payments are the lesser of 95% of your eligible loss or $1,000,000 per year.
Program Factor and Payment Factor
Program Factor (95%) – Assistance covers up to 95% of your eligible loss.
Payment Factor (possible proration) – If total demand in a category exceeds available funding, CT DoAg may apply a payment factor to prorate awards equitably across all applicants, which could reduce a final payment below the calculated amount.
