Governor Lamont Approves $11 Million in State Funding for Capital Improvement Projects in 94 Connecticut Towns

Governor Reinstates STEAP Grants for First Time in Four Years; Includes Special COVID-19 Provision

(HARTFORD, CT) – Governor Ned Lamont today announced that he has approved more than $11 million in state funding for grants through the Small Town Economic Assistance Program (STEAP) that will be awarded to 94 small towns across Connecticut for various infrastructure improvement projects. This is the first time since 2016 that the state has awarded STEAP funding.

The governor said that he reinstated the program in an effort to support Connecticut’s municipalities while implementing projects that will give a boost to the economy and help in their response to the ongoing COVID-19 pandemic. For this round of funding, he implemented a special COVID-19 provision to support towns with expenditures related to their ongoing response to the pandemic, including for new construction, expansion, renovation, or replacement of existing facilities.

Some of the approved projects include items such as the construction of a pavilion to hold outdoor municipal meetings, breathing units for firefighters as part of their response to COVID-19, and HVAC improvements related to the pandemic, among other items.

“Our small towns have been hit hard by COVID-19 and are in need of our help to fund these projects,” Governor Lamont said. “Simply put, some of our small towns need to modernize their infrastructure so that we can support efforts to grow the economy but lack the property tax base they need to fully fund these projects on their own. The state can and should do what we can to help with these costs as these small towns drive tourism, honor our deep and celebrated history, and provide us with family-friendly getaways that are part of the New England experience.”

STEAP grants are coordinated by the Connecticut Office of Policy and Management, and grants are administered by the appropriate state agencies depending on the specific project involved. Under state law, STEAP grants can only be used for capital projects. A project is considered to be a capital project if it is new construction, expansion, renovation, or replacement for an existing facility or facilities. Project costs can include the cost of land, design, engineering, architectural planning, and contract services needed to complete the project. Towns selected for an award are required to execute a contract with the state agency assigned to administer their grant before they incur any project-related expenditures.

The projects approved in this round include:

  • Andover: $128,205 in state funding has been approved for the rehabilitation of sections of Long Hill Road and Shoddy Mill Road. This will be matched by $135,000 from the town.
  • Ashford: $125,000 in state funding has been approved for sidewalks, curbing, drainage, and paving of Pompey Hollow Park. This will be matched by $5,000 from the town.
  • Avon: $128,205 in state funding has been approved for the reconstruction of sidewalks on Country Club Road and West Avon Road. This will be matched by $25,000 from the town.
  • Barkhamsted: $128,205 in state funding has been approved for the remediation of the Farmington River riverbank to prevent erosion and damage. This will be matched by $42,176.84 from the town.
  • Beacon Falls: $128,205 in state funding has been approved for storm drainage improvements on Cook Lane to resolve flooding issues and road deterioration. This will be matched by $131,795 from the town.
  • Berlin: $128,205 in state funding has been approved for sidewalk connections and improvements to Kensington Center and the Berlin Train Station. This will be matched by $15,000 from the town.
  • Bethel: $128,205 in state funding has been approved for the replacement of the culvert and headwalls at Codfish Hill Road. This will be matched by $332,339 from the town.
  • Bethlehem: $128,205 in state funding has been approved for the purchase of self-contained breathing units for the fire department as part of its COVID-19 response. This will be matched by $21,582 from the town.
  • Bridgewater: $100,000 in state funding has been approved for Phase 2 of the Bridgewater Community Center, including the demolition and remediation of the existing structure to rebuild with salvaged materials. This will be matched by $50,000 from the town.
  • Brookfield: $128,205 in state funding has been approved to hire a design consultant related to the redesign of town hall. This will be matched by $29,785 from the town.
  • Brooklyn: $108,850 in state funding has been approved for a permanent generator at the Clifford B. Green Memorial Center. This will be matched by $5,000 from the town.
  • Burlington: $95,000 in state funding has been approved for the rehabilitation of Foote Road Bridge. This will be matched by $5,000 from the town.
  • Canterbury: $128,205 in state funding has been approved for Phase 2 of improvements at Manship Park, which includes the addition of a tennis court and basketball court. This will be matched by $25,000 from the town.
  • Canton: $128,205 in state funding has been approved for the relocation of a softball field to an unused municipal property site. This will be matched by $221,420 from the town.
  • Chaplin: $70,000 in state funding has been approved for an electronic emergency message sign. This will be matched by $10,000 from the town.
  • Cheshire: $128,205 in state funding has been approved for the renovation and replacement of sidewalks at Curve Hill Road. This will be matched by $121,750 from the town.
  • Chester: $85,744.15 in state funding has been approved to implement a public Wi-Fi internet service. This will be matched by $10,000 from the town.
  • Clinton: $128,205 in state funding has been approved for a commercial façade grant program to improve exterior conditions as part of the Clinton Business Improvement Initiative. This will be matched by $26,975 from the town.
  • Colebrook: $128,205 in state funding has been approved for the repaving of Shanty Road. This will be matched by $48,729 from the town.
  • Columbia: $128,000 in state funding has been approved for the replacement of the Hunt Road bridge and culvert. This will be matched by $350,000 from the town.
  • Coventry: $128,205 in state funding has been approved for the installation of a methane venting system to an existing landfill site. This will be matched by $86,795 from the town.
  • Cromwell: $95,904 in state funding has been approved to install electric charging stations and lighting at the Community Field Road parking lot. This will be matched by $18,950 from the town.
  • Darien: $92,000 in state funding has been approved for landscaping and the installation of a pollinator pathway at Highland Farm. This will be matched by $8,700 from the town.
  • Deep River: $119,000 in state funding has been approved for technological enhancements to improve public access as part of the town’s open government project. This will be matched by $79,000 from the town.
  • Durham: $128,205 in state funding has been approved for the reconstruction of Shady Lane. This will be matched by $415,900 from the town.
  • East Lyme: $128,205 in state funding has been approved for improvements at the municipal transfer station. This will be matched by $20,000 from the town.
  • Ellington: $116,765 in state funding has been approved for engineering and construction costs associated with Veterans Memorial Park. This will be matched by $13,700 from the town.
  • Essex: $128,000 in state funding has been approved for parking lot improvements at The Lofts at Spencer’s Corner. This will be matched by $10,000 from the town.
  • Fairfield: $128,205 in state funding has been approved for streetscape improvements, including sidewalks and signage, at Fairfield Center. This will be matched by $26,331 from the town.
  • Farmington: $128,205 in state funding has been approved for a new outdoor pavilion at Farmington Town Hall for public and private use, including for outdoor meetings. This will be matched by $35,975 from the town.
  • Glastonbury: $128,205 in state funding has been approved for tree management and site renovation activities. This will be matched by $200,000 from the town.
  • Granby: $128,205 in state funding has been approved for construction and rehabilitation of mixed-use structures at the town-owned Holcomb Farm. This will be matched by $162,195 from the town.
  • Haddam: $128,205 in state funding has been approved for the Higganum Community Sewer Project. This will be matched by $148,595 from the town.
  • Hampton: $67,000 in state funding has been approved for roof replacement and site repairs to town hall and the community center. This will be matched by $75,000 from the town.
  • Harwinton: $126,144 in state funding has been approved for the replacement of the deteriorating veterans memorial. This will be matched by $9,200 from the town.
  • Hebron: $128,200 in state funding has been approved for sidewalks between the middle school and high school. This will be matched by $50,700 from the town.
  • Ledyard: $128,154 in state funding has been approved for renovation and construction of Phase 1 improvements associated with the Ledyard Community Green Improvement Project. This will be matched by $59,895 from the town.
  • Lisbon: $128,205 in state funding has been approved for the Strawberry Fields sidewalk replacement project. This will be matched by $50,000 from the town.
  • Litchfield: $128,205 in state funding has been approved for drainage improvements and the resurfacing of North Shore Road. This will be matched by $254,644 from the town.
  • Madison: $128,205 in state funding has been approved for the replacement of a pedestrian walkway at Bauer Park. This will be matched by $11,795 from the town.
  • Marlborough: $128,205 in state funding has been approved for ADA accessibility and improvements at Richmond Memorial Library. This will be matched by $398,000 from the town.
  • Middlefield: $128,205 in state funding has been approved for the replacement of the bridge and culvert at Lake Shore Drive. This will be matched by $52,094 from the town.
  • Milford: $128,205 in state funding has been approved for auditorium seating and sound system upgrades at Veterans Memorial Auditorium. This will be matched by $125,000 from the town.
  • Monroe: $128,205 in state funding has been approved for the replacement of the public safety radio communications system. This will be matched by $1,226,795 from the town.
  • Montville: $75,320 in state funding has been approved for air conditioning and floor placement at the community center. This will be matched by $10,000 from the town.
  • Morris: $128,205 in state funding has been approved for the replacement of the retaining wall at the transfer station. This will be matched by $128,205 from the town.

  • Preston: $73,215 in state funding has been approved to refurbish the tennis and basketball courts and make other site improvements at the community park. This will be matched by $8,135 from the town.
  • Prospect: $50,000 in state funding has been approved for the planning and design of a new Community Emergency Response Team operations center. This will be matched by $50,000 from the town.
  • Ridgefield: $128,205 in state funding has been approved for the expansion and renovation of the Boys & Girls Club. This will be matched by $2,600,000 from the town.
  • Rocky Hill: $128,000 in state funding has been approved for the construction of a barn for educational opportunities at Straksa Farm. This will be matched by $12,000 from the town.
  • Roxbury: $128,205 in state funding has been approved for a new keycard entry system, audio, and visual technology upgrades at the town. This will be matched by $21,795 from the town.
  • Seymour: $128,205 in state funding has been approved for a new building for equipment storage and the replacement of the gasoline system at the Seymour Public Works facility. This will be matched by $155,487.75 from the town.
  • Sharon: $125,000 in state funding has been approved for parking lot improvements, including EV charging stations, at the municipal parking lot. This will be matched by $60,000 from the town.
  • Shelton: $128,205 in state funding has been approved for the extension of Constitution Boulevard for future development purposes. This will be matched by $4,511,795 from the town.
  • Sherman: $128,205 in state funding has been approved for structural repairs at the town-owned Happy Acres Farm barn. This will be matched by $196,000 from the town.
  • Simsbury: $128,000 in state funding has been approved for accessibility improvements to the parking lot, walkway, and seating areas at Simsbury Meadows. This will be matched by $30,000 from the town.
  • Somers: $71,000 in state funding has been approved to install a permanent generator at the town hall. This will be matched by $2,500 from the town.
  • South Windsor: $92,900.84 in state funding has been approved to install electronic emergency message signs. This will be matched by $92,900.84 from the town.
