Meaningful Use Programs years 2015 through 2017
“Active Engagement” replaces the ongoing submission requirement with respect to public health reporting measures. There are three options, or levels, that meet active engagement for Immunizations:
Completed registration to submit data, if registration was completed within 60 days of the start of the EHR reporting period, and the Eligible Professional (EP) or Group is awaiting an invitation from the registry to begin testing and validation.
EPs can satisfy the Registration option for Active Engagement for Program Year 2017 for immunization reporting by completion and submission of the CT DPH Immunization Registration Form to firstname.lastname@example.org address.
EPs who are mandated to report to CIRTS and have registered in 2015 or 2016 using the MUST Portal are not required to register again and can resubmit their MUST Portal Certificate from 2015 or 2016 to satisfy that option 1 has been met. Please retain a copy of this certificate for your records for 2017 that option 1 has been met.
Testing and validation in anticipation of ongoing data submissions. Please retain any confirmation material from DPH that option 2 has been met.
Production with data being submitted. Please retain any confirmation material from DPH that option 3 has been met.
Immunization Registry for Program Year 2017:
Eligible Professionals: An EP who routinely administers immunizations to children ages 0-6 as part of the patient’s medical home and is mandated to report to the Connecticut Immunization Registry and Tracking System (CIRTS) is required to meet one of the options under MU Active Engagement requirements for the immunization registry public health (PH) reporting.
Eligible Professionals who do not routinely administer immunizations to children ages 0-6 and are NOT required to report immunizations to the Department of Public Health CIRTS.
If the CT DPH Immunization Registration Form to email@example.com address is sent, this registration will not be processed and return material from DPH that this option 1 has not been met based upon the criteria –“does not administer any immunizations to any of the populations for which data is collected by his or her jurisdiction’s immunization registry during the EHR Reporting Period”. 42 CFR § 495.22 (e)(10)(i)(C)(1)(i).
Eligible Hospitals: EHs are to claim an exclusion from the immunization registry measure. Hospitals are not the patient’s medical home and are NOT required to report immunizations to the Department of Public Health CIRTS
If the CT DPH Immunization Registration Form to firstname.lastname@example.org address is sent, this registration will not be processed and return material from DPH that this option 1 has not been met based upon the criteria - “Operates in a jurisdiction where no immunization registry or immunization information system has declared readiness to receive immunization data from the eligible hospital or CAH at the start of the EHR reporting period.” 42 CFR § 495.22(e)(10)(ii)(C)(1)(iii).
DPH has not declared readiness for Stage 3 for Immunizations.
