Existing leasing license-holders

How to change a current leasing license

Existing owners of a leasing license can request the following changes:

 

Remove or add an officer
Please provide:

Change of address
Please provide:

  • Sections 1 and 2 only of application for business license (Form K-7)
  • If leasing more than 30 days:
    • Completed surety bond (Form K-158) in the amount of $10,000 with Power of Attorney or Rider with new address
  • Original special financial insurance certificate blanket or fleet coverage (R1325) showing new address, provided by insurance provider
  • Certificate of existence that shows new address filed with the Secretary of State
  • Copy of CT sales and use tax permit (Form R-603) showing new address
  • Payment for fee(s)

Existing owner changes

Existing owners of a recycler license can request a change of officers/members.

Please provide:

  • Part A only of application for recycler license (Form K-91)
  • Clear copy of driver’s license
  • Payment for fee(s)
  • Completed business personnel list (Form K-26)
  • Completed criminal history background check
  • Notarized authorization from existing officer to be removed from license (if applicable)
  • Additional requirements for an LLC or corporation:
    • Certificate of existence filed with the Secretary of State
    • Documents from the Secretary of State listing current officers/members
  • Additional requirements for an LLC only:
    • Operating agreement when there is more than one member
    • Articles of organization

How to request changes

The DMV’s Dealers and Repairers Unit accepts requests in writing to from an existing owner of a business license, including new and used dealerships and general or limited repair shops:

You can make the following change requests:

  • Change of mailing address
  • Change of email or phone contact of one of the owners
  • License cancelation request

Submit your request to the DMV at dmv.dr@ct.gov. Your request is reviewed, and you receive a confirmation email once the change is made. If the change can’t be made, we will contact you by email.

Dealerships may change and process a customer’s address online. There are several requirements when you submit that request:

  • The request to change a customer’s address should be a separate request from the rest of the batch of work, but the entire transaction should be kept together.
  • Please include the address card on the front of the transaction so that it is easily identified.
  • The address change request and the additional work both need transmittal sheets attached.
  • Clearly label the work with the address change request with “ADDRESS CHANGES,” so that we can separate it once we receive it to process it quickly

Fees for a criminal history check

The criminal history check pre-enrollment fee is $75, payable by credit card online during the pre-enrollment process.

 

Processing time

Processing time will take approximately four to six weeks. The DMV will receive the fingerprint name/date of birth check results electronically.
An approval/denial letter will be sent to the applicant upon receipt of all application requirements.

Replacement plates

How to replace dealership or repair shop plates

If a dealership or repair shop license plate is lost or stolen, please complete the following steps to request a replacement plate:

  1. Complete the notice for lost or stolen dealer or repairer plates (Form K-13)
  2. Notify your local police department that the plate was lost or stolen.
  3. Get a copy of the police report or case number.
  4. Mail the completed form, police information, and check payable to “DMV” for the $25 replacement plate fee to:

Branded titles - legends

Legends: Are used when a title is branded based on previous title history. Listed below are the different types of legends which may appear when making an inquiry and their definitions.

LIST OF LEGENDS

A. REBUILT: This vehicle has gone through a salvage inspection after the vehicle has been declared a total loss and the title has been stamped salvage by an insurance company.

B. THIS IS A DUPLICATE TITLE AND MAY BE SUBJECT TO THE RIGHTS OF A PERSON UNDER THE ORIGINAL CERTIFICATE: The customer has lost the original title and has been issued a duplicate title.

C. THIS VEHICLE MAY BE SUBJECT TO UNDISCLOSED LIEN: This legend is recorded when the vehicle was either last registered in a state that does not title that model year vehicle or a state in which the title is not the exclusive means of recording a lien on a motor vehicle.
 
D. INSPECTION REQUIRED TO REGISTER: Vehicle was titled without going through a required inspection.  Applicant must have prior approval from the Title Section.

E. TITLE ONLY: Issued for the purposes of recording liens on existing title.

F. BOND POSTED UNDER SECTION 14-176 C.G.S.: Customer did not have necessary documents for proof of ownership and a surety bond was required to protect the State of Connecticut against any ownership claims.

G. G LIDER KIT: The vehicle was constructed from kit.
         
H. TRUE MILEAGE UNKNOWN: Mileage was not submitted at time title was applied for.  May also indicate some discrepancy in the odometer reading.

I. MANUFACTURERS BUYBACK: Vehicle was returned to manufacturer by previous owner.

J. FLOOD: Vehicle has sustained flood damage and has been declared a loss by an insurance company.

K. ODOMETER EXCEEDS MECHANICAL LIMITS: The odometer reading reflects the amount of mileage in excess of its mechanical limits.  (The odometer started at zero again).

L. WARNING ODOMETER DISCREPANCY: The odometer does not reflect the actual mileage.
