Guiding Principles

The following principles will continue to be applied to the Departments’ work with stakeholders to envision and develop regulations necessary to implement a release-based cleanup program for the state.  These principles are a continuation of the Comprehensive Evaluation and Transformation process to reform Connecticut's cleanup program that began in January 2011.

The Departments reaffirm their commitment to working in partnership with stakeholders to develop a balanced and thoughtful program that pulls best practices from other comparable states, integrating those principles into Connecticut's framework, and respecting all stakeholder input.

 

INCLUSIVE - All stakeholders are invited to engage and participate.

CONTINUOUS - The Departments will continue to engage in a continuous dialogue with stakeholders through sharing of drafts and presentations, written comments, meeting minutes, and information presented at forums on various topics, as well as status updates on the regulation development process.
 
THOROUGH - This evaluation and transformation will consider all factors outlined in Public Act No. 20-9, along with feedback provided through the agency-convened working group and feedback received during the ad-hoc stakeholder process and formal regulation adoption process.
