Andrew Wagner, Ed.D.
Dr. Andrew J. Wagner has worked for the Connecticut Department of Mental Retardation since 1980. He has over 27 years experience in the field of mental retardation and developmental disabilities. In his current position, Dr. Wagner oversees the design and implementation of the Home and Community Based Services Waiver which serves over 6000 people. He has held regional positions as Acting Regional Director, Director of Psychological Services and Director of Clinical Services. He also served as a consulting psychologist in DMR Central Office working on CARC vs. Thorne consent decree issues. Prior to coming to Connecticut, Dr. Wagner worked as a psychologist at Rome Developmental Center in New York and as a school psychologist in Northwest Iowa.
Dr. Wagner is a licensed psychologist. He received a Bachelor of Science degree in Management from Rensselaer Polytechnic Institute, a Master of Arts degree in Counseling from Ball State University and a Doctor of Education degree in Educational Psychology degree from the University of South Dakota.
