Medicaid Operations Director

Andrew Wagner, Ed.D.

Dr. Andrew J. Wagner has worked for the Department of Developmental Services (DDS) since 1980. He has over 27 years experience in the field of mental retardation and developmental disabilities.  In his current position, Dr. Wagner oversees agency Medicaid issues involving the Home and Community Based Services Waivers, the ICF/MR program, Targeted Case Management and Birth to Three.  He has held regional positions as Acting Regional Director, Director of Psychological Services and Director of Clinical Services.  Prior to coming to Connecticut, Dr. Wagner worked as a psychologist at Rome Developmental Center in New York and as a school psychologist in Northwest Iowa.

Dr. Wagner received a Bachelor of Science Degree in Management from Rensselaer Polytechnic Institute, a Master of Arts degree in Counseling from Ball State University and a Doctor of Education degree in Educational Psychology from the University of South Dakota.
