Statement from Commissioner Terrence W. Macy Regarding
 the Recent Arrest of Employee for Sexual Assault
(Hartford, CT) -The following is a statement from Department of Developmental Services (DDS) Commissioner Terrence W. Macy regarding the allegations and criminal charges against a DDS employee relating to sexual assault of two residents of a group home operated by DDS:
“The Department of Developmental Services is shocked and dismayed about these allegations. DDS takes its obligations regarding safety and supervision of the individuals supported by the department very seriously. The employee is currently on administrative leave from his position until DDS has completed its own investigation.
“I extend my deepest sympathies to those who may be victims of the arrested individual, their families, and the dedicated staff who work with these individuals. DDS is committed to supporting them through this traumatic time.
“There are thousands of caregivers in both the private and public sectors that provide quality services to individuals with intellectual disabilities. These employees are professionals who have dedicated their lives to helping others.

“DDS maintains comprehensive systems to address abuse or neglect by staff.  All new DDS and public sector employees must complete an intensive training within three weeks of being hired and current employees are required to attend annual refresher training in abuse and neglect.
“In addition to the training, the department has an extensive Incident Reporting and tracking system;
  • Mandated reporting of all suspicion of abuse or neglect, and acceptance of anonymous reports.
  • An Investigation system for reports of suspected abuse, neglect, and other allegations, overseen by a sworn officer of the Connecticut State Police, and fully trained Investigators.
  • Work Rules requiring staff notification of any arrests.
  • Maintenance of an Abuse/Neglect registry of individuals prohibited from working in the field of mental retardation/intellectual disability as a result of a termination for abuse or neglect.
  • Licensing inspections and quality review of service settings and the individuals who are supported by the Department.
  • Pre-hire criminal background checks.
“These tools and activities provide an array of protection against abuse and neglect, but they are not a guarantee. DDS will be reviewing these events in the coming months in an effort to identify additional safeguards to protect the individuals we serve.”
