Accordingly, OLR, on behalf of Executive Branch Agencies, has entered into a Stipulated Agreement with AFSCME that provides in relevant part as follows: State Agencies, with prior approval from OPM, can make part-time positions into full-time 40 hour positions in order to provide employees in those positions with a total number of workweek hours equivalent to that which the employees previously worked. State Agencies, with prior approval from OPM, can make full-time positions into part-time positions in order to provide employees in those positions with a total number of workweek hours equivalent or comparable to that which the employees previously worked. In no event shall such part-time positions be reduced to less than 20 hours. Agencies will not make adjustments to positions as referenced above unless the employee currently filling the position agrees to the adjustment.
