As classification seniority was a deterrent to certain employees accepting promotional opportunities and for a host of other policy reasons, Agencies participating in negotiations asked for a change in the definition of seniority for layoff purposes. The State was successful in getting a change to total bargaining unit service as the measurement for determining layoffs. All Agencies were previously asked to revise the layoff seniority of all A&R members. A review of the A&R seniority list demonstrates that this has not been done by a number of Agencies. This must be done immediately. Layoff seniority should be calculated as of June 30, 2002. If one Agency fails to make the changes, it could impact the entire State. I will be passing out copies of the current A&R layoff seniority list to agencies attending the Agency Personnel Managers meeting on Tuesday, June 18, 2002. The changes are made on page two of the employee document in APS. The employee service time field should be changed to indicate the A&R members total bargaining unit service. Attached is a summary of the A&R rules for your use. It is important to note that the changes have to be made even if there are no layoffs in order to accurately reflect the information.
