R 4 0 9 * * 8 8 $ $ $ $ EMBED Word.Picture.8 STATE OF CONNECTICUT OFFICE OF POLICY AND MANAGEMENT Office of Labor Relations August 9, 2001 OLR General Notice 2001-11 TO: Labor Relations Designees SUBJECT: Education Administrators P-3A (CSEA) Contract Changes Enclosed are the economic provisions and the language changes contained in the 2001-2005 Education Administrators P-3A contract. NON-DISCRIMINATION: Article 8, Section 3 (New Section) A new section has been added which prohibits either party from discriminating against any employee on the basis of certain enumerated conditions, including race, color, religious creed, sex, age, national origin, marital status, lawful political activity, ancestry, criminal record, mental retardation, sexual orientation, learning disability or physical disability except for bona fide occupational qualifications. PERFORMANCE EVALUATION: Article 11, Section 5(e) The language reincorporates the schedule of prorating the payout of the Merit Evaluation Program for employees terminating state service prior to the end of a fiscal year. Fund of $200,000 for each fiscal year remains unchanged with formula reduced proportionately if the fund is insufficient to fully fund all payments. ORDER OF LAYOFF OR REEMPLOYMENT: Article 14, Section 7 The language has been modified to provide that no full-time permanent employee shall be laid off as a direct consequence of the exercise by the State of its right to contract out and specifies certain conditions under which the State will be in compliance with the section. GRIEVANCE PROCEDURE: Article 15, Section 10(g) The language has been clarified to provide that the CHRO asserts jurisdiction when it serves the complaint upon the Respondent and requests the Respondent to answer the complaint. Article 15, Section 11 Grievance conferences and arbitration hearings shall be closed to the public unless the parties mutually agree otherwise. PROFESSIONAL DEVELOPMENT: Article 17, Section 5 The tuition reimbursement fund has been increased to $25,000 in the first year of the contract and to $30,000 in the second year of the contract. Article 17, Section 8 The BESB yearly regional convention fund has been increased to $10,000. HOURS OF WORK AND WORK SCHEDULES: Article 18, Sections 9 and 10 These new sections allow BESB to reallocate up to 5 work days to the summer months and to add work days upon available funding in order to meet summer programming needs. GENERAL WAGE INCREASES: Article 27, Section 1 provides for the following general wage increases to base salary: Effective July 1, 2001 3.5% Effective July 12, 2002 3.0% Effective July 11, 2003 2.5% Effective July 1, 2004 3.0% ANNUAL INCREMENTS: Article 27, Section 2 Annual increments shall be paid on time for each year of the contract. TRAVEL REIMBURSEMENTS: Article 27, Section 4 Reimbursable Meal Expenses shall be paid as follows: July 1, 2001 July 1, 2002 Breakfast $7.00 $8.00 Lunch 9.00 10.00 Dinner 19.00 20.00 Mileage reimbursement shall be at the current GSA rate. Employees required to utilize a personal vehicle for State business for fifty (50) percent of the assigned monthly work days [which must be at least nine (9) work days] shall be paid a daily vehicle use fee of $4.50 for each day of required usage which shall be in addition to the mileage reimbursement described above. UNIT COORDINATOR STIPEND: Article 27, Section 5 The annual unit coordinator stipend has been increased to twelve hundred dollars ($1,200). HOLIDAYS: Article 30, Section 3 Clarifies that when an employee is required to work on a holiday, and such work is pre-approved by management including the maximum number of hours to be worked, he/she shall receive equivalent time off. SICK LEAVE: Article 34, Section 3(b) and 3(c) Both leaves involving deaths in the immediate family and leaves for critical illness or severe injury in the immediate family shall include domestic partners. The definition of domestic partner is the same as used in the pension/insurance agreements. DURATION: Article 38, Section 1 This Agreement shall be effective on July 1, 2001 and shall expire on June 30, 2005. SIDE LETTER: The Department of Education has agreed to become a grantor of continuing education units and equivalents no later than January 1, 2002.
