State Performance Plan (SPP) and Annual Performance Report (APR)

Overview

Part B of The Individuals with Disabilities Education Act (IDEA) requires each state to develop a state performance plan (SPP) and annual performance report (APR). The SPP spans six years and describes the state’s efforts to implement the requirements and purposes of IDEA and improve its implementation statewide. On an annual basis, the APR reports on the state’s performance across 17 indicators including the State Systemic Improvement Plan (SSIP). The indicators are the same for every state in the country.

This February, the Connecticut State Department of Education (CSDE) will be submitting our six-year SPP to the Office of Special Education Programs (OSEP).  Our plan was informed by feedback and input from a representative group of stakeholders. During the past year, CSDE has engaged in a process of building stakeholder capacity through a variety of mechanisms, including a series of live virtual presentations, to provide stakeholders with an opportunity to inform special education data targets for results based indicators, improvement strategies, and provide suggestions on ways to evaluate the progress of our plan through data analysis.

The SPP/APR work is critically important to our shared goal of improved educational outcomes for students with disabilities.
