Welcome to the webpage for Project No. 154-128, Replacement of Bridge No. 00232 carrying Route 153 Over I-95 in Westbrook.
A public informational meeting for the project will be held on Thursday, December 11, 2025, at the Westbrook Town Hall located at 866 Boston Post Road. The meeting facility is ADA accessible.
An open forum for individual discussions with CTDOT project staff will begin at 6:00 p.m., with a formal presentation following at 7:00 p.m. This meeting aims to inform the community about the proposed project, gather feedback, and answer any questions.
The purpose of this project is to replace Bridge No. 00232 due to the deteriorating bridge girders and to address the low vertical clearance over I-95. Proposed improvements will consist of:
- Replacing the existing bridge and raising the elevation of the proposed bridge and Route 153 to meet the minimum vertical clearance standards.
- Realigning the I-95 Exit 65 Interchange ramps to normalize their intersections with Route 153.
- Adding sidewalks with ramps and wider roadway shoulders along both sides of Route 153 to improve conditions for bicyclists and pedestrians.
- Replacing traffic signals at the interchange and at Flack Rock Place.
Right-of-way impacts associated with the proposed improvements require slope easements and a defined traffic easement for traffic signal equipment.
Construction is expected to start spring 2028, depending on funding, right-of-way acquisition, and permits. The estimated cost is $34 million, with 80% federal funds and 20% state funds.
