Risk Reduction Earned Credit

Prior To February 1, 2016

The Connecticut Legislature, in its 2011 session has approved a program, which provides for Risk Reduction Earned Credits that offenders may earn for compliance with programmatic participation, as well for accompanying good behavior.

This bill has now been signed into law by Governor Dannel P. Malloy.

Offenders may earn up to a maximum of five days a month off of their sentence.  These credits may also be revoked for non-compliance with programmatic requirements or behavioral misconduct.

The program applies to offenders sentenced to a term of imprisonment for a crime committed on or after October 1, 1994.

The process of reviewing offender eligibility for credits and applying them where appropriate began  on October 1, 2011 and is ongoing.

Under the statute, the agency has until July 1, 2012 to complete this process.

This is the language outlining the program that is contained in House Bill No. 6650.

Public Act 13-3 (SECTION 59) includes a change such that Risk Reduction Earned Credits (RREC) shall not be applied toward the parole eligibility date for offenders who are convicted of violent offenses as defined by the 85% designation of the Board of Pardons and Paroles. There has been no change to Risk Reduction Earned Credit as it applies to 50% eligibility.
