State Building Construction Projects - Respond to an Invitation to Bid

Eligibility

Responsible and Qualified Contractors:

All Department of Administrative Services (DAS) Construction Services projects require that the low Bidder be “responsible and qualified”.  See the FAQ section of these instructions for more information on “responsible and qualified” Contractors.

You must submit your Bid Proposal Package prior to, or at, the Bid Due Date and Time, as instructed in the project-specific Plans and Specifications.  After all Bids have been submitted, there will be a Public Opening of the Bids.  The Bids will be tabulated and the responsible and qualified General Contractor with the lowest bid in compliance with all bid requirements will be awarded the contract to build the project.

Small Business Enterprise (SBE) and Minority Business Enterprise (MBE) Contractors:

Some DAS Construction Services projects require that the contractor be certified as an SBE and/or MBE by the DAS Supplier Diversity (Set-Aside) Program. See the Invitation to Bid for more details.

Prequalified Subcontractors:

If a subcontract exceeds $500,000, the Subcontractor must be prequalified by the DAS Contractor Prequalification Program  for the appropriate Class of Work.
