State Building Construction Projects - Opportunities for SBE and MBE Firms

Eligibility

On-Call Contracts - Minority Business Enterprise (MBE) Requirements:

  • Your firm must be certified as an MBE under the Department of Administrative Services (DAS) Supplier Diversity (Set-Aside) Program in order to participate as an MBE in the DAS Construction Services On-Call Contracts. MBE firms are, by definition, also Small Business Enterprise (SBE) firms.  SBE firms are not necessarily MBE firms.
  • Your firm must complete a Qualifications Based Selection (QBS) Submittal Booklet, as described in the Request for Qualifications (RFQ) for the specific DAS Construction Services On-Call Contract.
  • The QBS Submittal Booklet describes in detail the qualifications and experience requirements that are necessary to become a DAS Construction Services On-Call Consultant.  Some of the qualifications that will be considered include knowledge of the state building and fire code. 


Contractor Pre-Selection (for projects estimated to cost between $100,000 and $500,000)
– SBE and MBE Requirements:

  • Your firm must be certified as an SBE and/or MBE under the DAS Supplier Diversity (Set-Aside) Program in order to participate in the DAS Construction Services SBE/MBE Contractor Pre-Selection Program.
  • Your firm must complete a QBS Submittal Booklet for SBE/MBE Contractor Pre-Selection, as described in the applicable RFQ.
  • The QBS Submittal Booklet describes in detail the qualifications, experience, and submittal requirements that are necessary to become qualified as an SBE/MBE Pre-Selected Contractor.  Some of the qualifications that will be considered include, but are not limited to, Connecticut Occupational Licenses, Registrations, or Certifications, Surety Bonding, Claims History, and Insurance Coverage.
